Harrisonburg's 2045 Vision Plan: A Community-Led Framework for the Future

The Harrisonburg 2045 Vision Plan is the City's long-range community planning document, shaped by thousands of resident voices and adopted by City Council. It sets the direction for land use, housing, transportation, economic opportunity, and quality of life — and the 2025–2028 Action Plan translates that vision into near-term priorities.

Harrisonburg's 2045 Vision Plan: A Community-Led Framework for the Future

Every decision a City Council makes — where to invest, what to prioritize, how to grow — is stronger when it is grounded in a shared vision developed with the community. The Harrisonburg 2045 Vision Plan is that foundation.

What the 2045 Vision Plan is

The Harrisonburg 2045 Vision Plan is the City's long-range policy document guiding land use, housing, transportation, economic development, parks, public services, and environmental stewardship. It was developed through an extensive community engagement process involving thousands of Harrisonburg residents, businesses, organizations, and City staff.

The plan was adopted by Harrisonburg City Council and serves as the official policy framework for decisions about how the city grows, changes, and invests in itself over the coming decades.

The 2025–2028 Action Plan

The 2045 Vision Plan is paired with a 2025–2028 Action Plan that translates the long-range vision into concrete near-term priorities. The Action Plan identifies specific goals, strategies, and initiatives that City Council and staff are working to advance during this four-year period — connecting the big picture to the work happening right now.

Residents can review the 2025–2028 Action Plan directly on the City's website alongside the full Vision Plan.

What the plan covers

The 2045 Vision Plan addresses the full range of issues that shape daily life in Harrisonburg:

  • Land use and growth: Where and how Harrisonburg grows, including infill development, mixed-use areas, and the relationship between neighborhoods and commercial corridors.
  • Housing: Expanding housing choice and affordability across the city, including strategies for homeownership, rental housing, and housing for residents at all income levels.
  • Transportation and mobility: Safe, connected streets for walking, biking, transit, and driving — including connections to schools, parks, and employment.
  • Economic development: Supporting local businesses, workforce development, and economic opportunity for all residents.
  • Parks, open space, and environment: Protecting natural resources, expanding green space, and building a resilient city in the face of climate change.
  • Community facilities and services: Planning for schools, libraries, public safety, and the infrastructure that makes neighborhoods work.
  • Neighborhoods: Recognizing the distinct character of Harrisonburg's neighborhoods and investing in their long-term health.

Why it matters for City Council decisions

The 2045 Vision Plan is not a wish list — it is the policy framework that City Council, the Planning Commission, and City staff use when evaluating development proposals, capital investments, zoning changes, and budget priorities. When a project aligns with the plan's goals, it has a clearer path forward. When it does not, the plan provides a basis for asking harder questions.

For residents, the plan is also a tool. It documents what the community said it wanted and gives neighbors a shared reference point when engaging with City decisions.

Community input at the center

The 2045 Vision Plan was built on community engagement. Residents participated in surveys, public meetings, neighborhood workshops, and online input processes. The result is a document that reflects Harrisonburg's diversity — its longtime residents and newer arrivals, its neighborhoods and business districts, its students and families and seniors.

That community foundation is what gives the plan its authority. It is not a document written by consultants alone — it is a record of what Harrisonburg residents said they value and where they want their city to go.

JMU's Madison Promise and the city's future

Long-range planning in Harrisonburg cannot be separated from the presence and direction of James Madison University. JMU's Madison Promise — the university's strategic plan — sets the course for one of the city's largest institutions, employers, and community partners.

Any strategic plan for JMU is a strategic plan for the city of Harrisonburg.

— Monica Robinson, Harrisonburg City Council

When JMU invests in workforce development, housing, research, or community engagement, those decisions shape the city around it. When the City plans for transportation, economic opportunity, or neighborhood growth, JMU's trajectory is part of the equation. The 2045 Vision Plan and the Madison Promise are most powerful when they are read together — as two complementary frameworks for the same community.
